They have to pay wages, pay for raw materials, pay bills and so on. The money available to them to do this is known as the firm"s working capital. The main sources of working capital are the current assets as these are the short-term assets that the firm can use to generate cash. However, the firm also has current liabilities and so these have to be taken account of when working out how much working capital a firm has at its disposal. Historical examples * The American South - Such a system was often used in the southern United States after the American Civil War where African-American and poor white farmers, known as sharecroppers, were often extended credit to purchase seed and supplies from the owner of the land they farmed and pay the owner in a share of the crop. * In Peru a peonage system existed from the 1500s until land reform in the 1950s. One estate in Peru that existed from the late 1500s until it ended had up to 1,700 peons employed and had a jail. Peons were expected to work a minimum of three days a week for their landlord and more if necessary to complete assigned work. Workers were paid a symbolic 2 cents per year. Workers were unable to travel outside of their assigned lands without permission and were not allowed to organize any independent community activity. Thousands of such laborers were sold into slavery during the West African slave trade and ended their lives working as slaves on the plantations in the New World. For this reason, section 2 of the Slave Trade Act 1843 enacted by the British Parliament declared "persons holden in servitude as pledges for debt" to "be slaves or persons intended to be dealt with as slaves" for the purpose of the Slave Trade Act 1824 and the Slavery Abolition Act 1833. It continued to be very common in Africa and China, but was suppressed by the authorities after the establishment of the People"s Republic of China. In Niger, where the practice of slavery was outlawed in 2003, a study found that almost 8% of the population are still slaves. According to some claims, 40 million people in India, most of them Dalits, are bonded workers, many working to pay off debts that were incurred generations ago. The rise of Dalit politicians in India, with overwhelming support by non-Dalits, as well as a government commitment to overall improvment of education, communication and living standards has resulted in the rapid decline of bonded labor there. Penalties for those employing bonded labor are severe and Human Rights Groups are very active in curbing these practices. Television media and increased penetration of cheap satellite television has spread awareness to the most remote areas and made people aware of their rights, hence evidence of forced labor in India is rapidly declining. These claimed figures are comparable to ones in Bolivia, Brazil, Peru and Philippines. There are no universally accepted figures for the number of bonded child labourers in India. Again, Government"s commitment to universal education and poverty eradication programmes have resulted in significant decrease in number of bonded labors. In the traditional industries of high quality hand-woven fabrics and handicrafts, increased awareness by international buyers and stringent checks put in place by multinational corporations on their suppliers has resulted in suppliers and manufacturers to replace bonded child labor by instead offering educational facilities to children of their employees and workers. International Tourists to places like Rajasthan also play their part and have at many times reported instances of child labor to authorities who swiftly act to curb any child labor. In contrast, of 20 million bonded labourers in Pakistan 7.5 million are children. NCS Plus Inc : In the United Kingdom third party collection agencies that pursue debts regulated by the Consumer Credit Act must themselves hold a Consumer Credit Licence; this is a requirement under the Consumer Credit Act 1974 Licenses are issued and regulated by the Office of Fair Trading a government body which protects consumers from unscrupulous traders In order to retain their licence third party agencies must work within the framework outlined within the 2003 fair debt collection guidance An increasing number of collection agencies, sometimes referred to as "debt buyers", purchase debts from creditors for a fraction of the value of the debt and pursue the debtor for the full balance, or even include "interest" in the balance owed This allows the original company to generate immediate revenue and reduces the public relations risks involved with collection of defaulted accounts receivables The person who owes the bill or debt is called the debtor People may become debtors because of a lack of financial planning or overcommitment on their part, or an unforeseen and uncontrollable event that disrupted their life (ie the loss of a well paying job, a disabling accident, or a sudden illness) In other cases a debtor has deliberately refused to pay a creditor and a creditor"s only recourse is to use the legal system, or a collection agency, to collect the debt As noted below, debt is normally denominated in a particular monetary currency, and so changes in the valuation of that currency can change the effective size of the debt. This can happen due to inflation or deflation, so it can happen even though the borrower and the lender are using the same currency. Thus it is important to agree on standards of deferred payment in advance, so that a degree of fluctuation will also be agreed as acceptable. It is for instance common to agree to "US dollar denominated" debt. The form of debt involved in banking accounts for a large proportion of the money in most industrialised nations (see money, broad money, and demand deposits for a discussion of this). There is therefore a relationship between inflation, deflation, the money supply, and debt. The store of value represented by the entire economy of the industrialized nation, and the state"s ability to levy tax on it, acts to the foreign holder of debt as a guarantee of repayment, since industrial goods are in high demand in many places worldwide. Inflation indexed debt Borrowing and repayment arrangements linked to inflation-indexed units of account are possible and are used in some countries. For example, the US government issues two types of inflation-indexed bonds, Treasury Inflation-Protected Securities (TIPS) and I-bonds. These are one of the safest forms of investment available, since the only major source of risk — that of inflation — is eliminated. A number of other governments issue similar bonds, and some did so for many years before the US government. In countries with consistently high inflation, ordinary borrowings at banks may also be inflation indexed. An overdraft occurs when withdrawals from a bank account exceed the available balance which gives the account a negative balance - a person can be said to be "overdrawn". If there is a prior agreement with the account provider for an overdraft protection plan, and the amount overdrawn is within this authorised overdraft, then interest is normally charged at the agreed rate. If the balance exceeds the agreed terms, then fees may be charged and higher interest rate might apply Some agencies offer a flat fee, typically $1000, "pre-collection" or "soft collection" service The service sends a series of increasingly urgent letters, usually ten days apart, instructing debtors to pay the amount owed directly to the creditor or risk a collection action and negative credit report Depending on the terms of the SLA, these accounts may revert to "hard collection" status at the agency"s regular rates if the debtor does not respond In the United States, consumer third-party agencies are subject to the Fair Debt Collection Practices Act of 1977 (FDCPA) This federal law is administered by the Federal Trade Commission or FTC This act limits the hours during which the agency may call the debtor and prohibits communication of the debt to a third party It also prohibits false, deceptive or misleading representations, and prohibits the agency from making threats of actions the agency cannot lawfully or does not intend to take NCS Plus Peonage is a system where laborers are bound in servitude until their debts are paid in full. Such systems have existed in many places at many times throughout history.
